How to use this page

Every state entry below has a link to the Federal AFDC (Alternative Fuels Data Center) state page, which is the canonical, government-maintained database of EV laws and incentives. States with active utility-level rebate programs also list the major utility and its EV-specific page. Tier badges indicate how active each state's EV ecosystem is — High means notable rebates and TOU rates are available, Mid means moderate programs, Basic means primarily federal incentives only.

Why some states aren't on this list

All 50 states plus DC are above. If your state shows Basic, it means your utility hasn't published meaningful EV-specific consumer programs as of this writing. You'll still get the federal tax credits, and most utilities offer TOU rates that can save you money regardless of whether they market them as EV-specific.
